Fulbright Program & Placement Facts
- The Fulbright program was created in 1946, following the U.S.-led allied victory in World War II, through legislation introduced by Senator J. William Fulbright of Arkansas, passed by the U.S. Congress, and signed into law by President Harry Truman.
- The U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) administers the Fulbright program with the assistance of binational Fulbright Commissions and Foundations in 49 countries, U.S. Embassies in more than 100 other countries and cooperating agencies in the U.S.
- Candidate selection is conducted in the home country.
- Each country /program may have different policies.
- Fulbright awards vary by country and program.
- Final placement decision varies based on country / program policy.
- Candidates enter the U.S. on a J-1 (exchange visitor) visa sponsorship under Fulbright.
- IIE generates and issues the DS-2019 for Fulbright candidates to apply for and obtain their J-1 visa from the U.S. Embassy.
- Placement advisors manage the communication process and applications on behalf of IIE-placed Fulbright candidates.
- Some countries have Fulbright candidates that self-place and do not use IIE’s academic placement services.
